New feature: REST-API user management

Generic Mobile's popular REST API has been supplemented with a function (/User) that can be used to manage sub-users of an SMS account. The function makes it possible to create new users, change existing users and delete users. This makes it possible to easily assign unique users for end customers who use SMS integrated into a software or system, which simplifies follow-up and end customer billing.
